AI outbound calling for debt settlement

AI Outbound Calling

Cost model sourced to BLS wage data and published vendor rates

Updated

Debt settlement runs on qualifying consumers by balance, hardship and account mix, then getting them to a licensed negotiator while they are still engaged. Qualification is repetitive and high-volume; the regulatory exposure around it is the highest of any vertical on this site.

What It Actually Costs To Run This Manually

The cost comparison, with sources

A human agent is paid for every minute they are on shift. An AI agent is billed only for minutes it is actually on a connected call. That difference — not the headline hourly rate — is where the saving comes from, and it means the honest comparison depends entirely on your agent utilisation.

Human agent

$21.53/hour

$0.36 per minute of paid time — whether or not anyone answers.

US median wage for Customer Service Representatives, $44,770/year (BLS, 2025). Wage only — excludes payroll tax, benefits, software, supervision and facilities.

AI agent

$0.05–$0.50/min

Per minute of connected call. Cheapest published rate: Vapi at $0.05. Most expensive: TheLeadRouter at $0.50.

Published voice rates from the 6 platforms in our review that disclose one. Several bill model, telephony or transcription costs on top — see each review for the all-in figure. The other 8platforms publish no per-minute voice rate at all.

Effective human cost per minute of live conversation

If agents are on live calls…Cost per talk-minutevs AI at $0.05/min
20% of paid time$1.7936× the AI rate
35% of paid time$1.0321× the AI rate
50% of paid time$0.7214× the AI rate

How to read this: utilisation is the share of paid time an agent spends in live conversation, after dialling, no-answers, voicemails, wrap-up and breaks. Use your own figure — we deliberately do not publish an industry average, because it varies enormously by list quality and dialler type. The AI column is not free either: it excludes build time, telephony and the human handling every transfer the agent passes on.

Where The Cost Comes Out

Cost reduction in this industry is not a single number. It comes from three or four specific places, and knowing which apply to you determines whether a deployment pays back.

Qualification before a licensed negotiator is involved

Negotiator time is expensive and a large share of enquiries fail basic balance or hardship criteria. Screening first is the whole economic case.

Working aged lead files that are otherwise dead

Aged files have poor economics with human dialling and workable economics at a low per-minute rate.

Where The Predictability Comes From

The cost argument gets the attention, but operators who have run this for a while tend to say the bigger win is variance removal. US employers post roughly 289,500 customer-service openings a year largely to replace turnover, and the occupation is projected to shrink 5% through 2035 (BLS, 2025) — staffing a phone line is getting harder, not easier.

Identical qualification on every record

Balance thresholds, account types and hardship criteria get captured the same way, which matters enormously when your buyers or negotiators depend on consistent data.

Consistent disclosure language on every call

In a vertical where what was said is the compliance question, script consistency is a control, not a convenience.

What To Automate, What To Keep Human

The deployments that fail are almost always the ones that automated a conversation requiring judgement. The line below is where we would draw it in this industry.

Hand to an agent

  • Qualification on balance, account mix and hardship
  • Live-transfer routing to licensed negotiators
  • Aged-lead reactivation on a fixed script
  • Appointment setting for consultations

Keep with a person

  • Any discussion of settlement outcomes, timelines or amounts
  • Anything resembling advice on creditor negotiation
  • Fee structure conversations
  • Any consumer in evident financial distress

Best Practices

Treat the script as a regulated document

The FTC's Telemarketing Sales Rule places specific restrictions on debt relief services, including advance fees. What your agent says about outcomes is a representation by your business. Version-control the prompt and have counsel review it.

Verify consent provenance on every purchased record

Consent supplied by a lead vendor is the most commonly challenged element in TCPA litigation. Store the evidence with the record, not in a separate system you cannot produce quickly.

Use a platform that documents DNC and TCPA tooling

Most AI-native voice platforms do not. In our review only three of fourteen documented TCPA tooling at all. This vertical is not the place to find that out later.

Never let the agent quote savings

Outcome and savings claims are the exact thing enforcement actions are built on. Restrict the agent to qualification and transfer.

Compliance Exposure

This is the highest-risk vertical on this site. The FTC's Telemarketing Sales Rule places specific restrictions on debt relief services, including a ban on collecting advance fees, and the TCPA governs the calling itself. Separately, if you are collecting a debt rather than settling one, the FDCPA applies. Use a platform that documents TCPA tooling and DNC scrubbing — only Regal AI, Convoso and TheLeadRouter do among those we scored — and get counsel before you dial.

General information, not legal advice. Consult counsel before running outbound campaigns in a regulated vertical.

A Rollout Sequence That Works

Order matters more than platform choice. Every step below is chosen so that the previous one has already proven the agent can be trusted with the next.

  1. Have counsel review the script and disclosures before the first call

  2. Confirm consent evidence is captured and retrievable per record

  3. Deploy on inbound qualification with live transfer only

  4. Only then consider aged-file reactivation, with fresh consent review
