AI Outbound Calling
Fact Checked
Cost model sourced to BLS wage data and published vendor rates
Updated
Legal intake is a speed contest. A potential client with an injury or a charge calls several firms and signs with whoever engages first and most competently. Firms lose cases not on merit but because the call came in at 7pm and went to voicemail.
What It Actually Costs To Run This Manually
The cost comparison, with sources
A human agent is paid for every minute they are on shift. An AI agent is billed only for minutes it is actually on a connected call. That difference — not the headline hourly rate — is where the saving comes from, and it means the honest comparison depends entirely on your agent utilisation.
Human agent
$21.53/hour
$0.36 per minute of paid time — whether or not anyone answers.
US median wage for Customer Service Representatives, $44,770/year (BLS, 2025). Wage only — excludes payroll tax, benefits, software, supervision and facilities.
AI agent
$0.05–$0.50/min
Per minute of connected call. Cheapest published rate: Vapi at $0.05. Most expensive: TheLeadRouter at $0.50.
Published voice rates from the 6 platforms in our review that disclose one. Several bill model, telephony or transcription costs on top — see each review for the all-in figure. The other 8platforms publish no per-minute voice rate at all.
Effective human cost per minute of live conversation
| If agents are on live calls… | Cost per talk-minute | vs AI at $0.05/min |
|---|---|---|
| 20% of paid time | $1.79 | 36× the AI rate |
| 35% of paid time | $1.03 | 21× the AI rate |
| 50% of paid time | $0.72 | 14× the AI rate |
How to read this: utilisation is the share of paid time an agent spends in live conversation, after dialling, no-answers, voicemails, wrap-up and breaks. Use your own figure — we deliberately do not publish an industry average, because it varies enormously by list quality and dialler type. The AI column is not free either: it excludes build time, telephony and the human handling every transfer the agent passes on.
Where The Cost Comes Out
Cost reduction in this industry is not a single number. It comes from three or four specific places, and knowing which apply to you determines whether a deployment pays back.
Not paying an intake service per lead
Third-party legal intake services typically charge per qualified intake. An agent handling first-contact screening moves that to a per-minute cost you control.
Attorney and paralegal time not spent on unqualified callers
A large share of intake calls fail basic criteria — wrong jurisdiction, outside the statute, no viable claim. Screening those before a person is involved is the clearest saving in the vertical.
Where The Predictability Comes From
The cost argument gets the attention, but operators who have run this for a while tend to say the bigger win is variance removal. US employers post roughly 289,500 customer-service openings a year largely to replace turnover, and the occupation is projected to shrink 5% through 2035 (BLS, 2025) — staffing a phone line is getting harder, not easier.
Consistent screening against your actual case criteria
Jurisdiction, date of incident, injury type and representation status get asked every time, in the same order. Intake quality stops depending on who picked up.
Coverage at the hours cases actually come in
Arrests and accidents do not respect business hours. Fixed concurrency means 2am intake is handled identically to 2pm.
What To Automate, What To Keep Human
The deployments that fail are almost always the ones that automated a conversation requiring judgement. The line below is where we would draw it in this industry.
Hand to an agent
- First-contact screening against jurisdiction, timeline and case-type criteria
- Conflict-check pre-screening before attorney time is spent
- Consultation scheduling and confirmation
- Status update calls to existing clients
Keep with a person
- Any legal advice whatsoever
- Fee discussions and retainer terms
- The first substantive conversation about case strategy
- Anything where the caller is distressed
Best Practices
Never let the agent give legal advice
Script it to gather facts and schedule, nothing else. An AI agent characterising a claim's strength is both an ethics problem and a malpractice exposure. Make the boundary explicit in the prompt and test it adversarially.
Treat recordings and transcripts as privileged material
Intake calls contain confidential information from the first sentence. Prefer a vendor offering a signed BAA, data residency control or VPC deployment, and confirm the retention window — some platforms default to 14 days, which may be shorter than your obligations require.
Disclose the AI at the top of the call
Beyond the FCC position on AI voice, a client who later discovers the intake was automated and undisclosed is a bar complaint waiting to happen.
Route by urgency, not by queue order
A caller in custody and a caller asking about a closed matter should not be in the same queue. Build urgency detection into the screening and transfer accordingly.

Compliance Exposure
Client confidentiality obligations mean call recordings and transcripts are sensitive material. Prefer vendors offering a signed BAA, data residency control, or VPC deployment, and confirm retention periods — some platforms keep call history only 14 days by default.
General information, not legal advice. Consult counsel before running outbound campaigns in a regulated vertical.
A Rollout Sequence That Works
Order matters more than platform choice. Every step below is chosen so that the previous one has already proven the agent can be trusted with the next.
Write your screening criteria down explicitly — most firms have never formalised them
Deploy on after-hours inbound intake only, with warm transfer to on-call staff
Add conflict-check pre-screening once the criteria prove stable
Extend to consultation confirmation and no-show recovery
